1. Cameroonian Higher Education Compliance

All services, student registration records, and academic data hosted or captured via the HIPAL University Institute portal are governed under strict directives of the Ministry of Higher Education (MINESUP), Republic of Cameroon, and academically moderated by the joint oversight committee of the University of Bamenda (UBa).

By submitting an application form or executing registration payments, candidates confirm absolute accuracy of their academic credentials (including GCE Ordinary and Advanced Level certificate papers). Forgery or presentation of falsified national slips results in immediate suspension and notification of relevant administrative and law enforcement councils.

2. Student Portal Usage Terms

Access to the HIPAL online registrar databases, interactive class syllabus catalogs, library catalog credentials (running under Koha Online Systems), and self-service tuition modules requires active, approved enrollment status. Users are strictly prohibited from:

• Sharing student authentication tokens or account records with unauthorized third parties.
• Scraping course directories, administrative curriculum schemas, or library datasets.
• Attempting to inject malicious scripts into intake application structures or dynamic installment calculators.

Failure to comply results in permanent revocation of portal privileges with no refund of processing charges.

3. Tuition installment Liabilities & Refunds

HIPAL utilizes a transparent installment model to facilitate academic access. Upon receipt of formal acceptance letters, the registration deposit (50,000 XAF for HND tracks; 100,000 XAF for Direct B.Sc; 150,000 XAF for Postgraduate programs) must be paid to reserve curriculum seats.

• Registration Deposits: Strictly non-refundable under any conditions. Deposits fund administrative registry setup and external validation with the University of Bamenda.
• First Installment Payments: Eligible for a 50% partial refund if formal withdrawal notices are filed with the campus Registrar before October 31st of the current academic cycle.
• Subsequent Payments: Non-refundable once course instruction has commenced for the corresponding term.

All refund disbursements are finalized via national bank wires within 45 working days of approved formal withdrawal filings.

4. Personal Academic Records & Privacy

HIPAL respects student data privacy. Information collected during intake forms (including Full Name, WhatsApp mobile numbers, and GCE credentials) is processed securely and is accessible only by the Registrar’s admissions council, the Ministry of Higher Education audit delegates, and the University of Bamenda certification board.

Data is never shared with external advertisers or commercial networks. If you wish to request extraction, review, or amendment of your personal portal data, submit a formal written application directly to the corresponding Registrar Office in Limbe or Bamenda.
